A fragment is a piece of a sentence rather than a whole sentence.  It's a passage that may look like a sentence but is missing a subject or a complete verb, or both, or it is structured so it fails to express a complete idea.  For more information on fragments, review the Run-On Sentences, Fragments, and Comma Splices resource in the Writing Center.
